La Fiat aveva iniziato a progettare la Ritmo nel 1972 come sostituta della tre volumi 128 adottando l'impostazione della 127 in risposta alla tendenza europea del momento di costruire piccole due volumi familiari compatte come la Volkswagen Golf del 1974. Poco prima del lancio la stampa aveva anticipato che il nome definitivo sarebbe stato quello assegnato al progetto, cioè Fiat 138. La Fiat, invece, decise di chiamarla Ritmo per non avere un'altra auto con un nome fatto da tre cifre.
